CHED approves local off-campus activities for higher education institutions

In the memorandum order (CMO) No. 1 series of 2023 issued last February 16, 2023 by the Commission on Higher Education (CHED), local off-campus activities for higher educational institutions are now allowed pursuant to the "Updated Guidelines on the Implementation of Face-to-Face Classes to Prevent and Mitigate COVID-19 Infections in Higher Education.” This amends an article in the CMO No. 09, series of 2022 regarding local off-campus activities.

These local off-campus activities include but are not limited to educational tours, degree programs/relevant events, field studies, mission-based activities, and competitions. Note that these are authorized but subject to the compliance of Higher Education Institutions (HEIs) with the Policies and Guidelines for Local Off-campus Activities (or the CMO No. 63 series of 2017). HEIs are encouraged to coordinate with partner institutions for the participation of unvaccinated students in off-campus activities. 


Activities done outside HEI premises like internships, practicums, and on-the-job training are not covered under the Policies and Guidelines for Local Off-campus Activities but they are allowed subject to the compliance of HEIs with separate and existing CHED guidelines for the concerned programs.
